In France, more than 100 waiting zones each year detain foreign nationals who have been refused entry to the territory. These spaces of confinement — often opaque and ill-suited to ensuring dignity — expose women in particular to rights violations and degrading treatment. Since 2019, Association nationale d’assistance aux frontières pour les étrangers (Anafé) has been working to guarantee the protection of and access to rights for women held in these zones, particularly at Paris Charles de Gaulle Airport (Roissy) and Paris Orly Airport.

The project provides regular legal clinics, tailored individual support, training for frontline professionals, and sustained advocacy grounded in the collection of data and testimonies. Its objective is to ensure the recognition and effective protection of the fundamental rights of foreign women deprived of their liberty in these border facilities.

The association

For 35 years, National Association for Border Assistance for Foreigners (Anafé) has worked to defend the fundamental rights of foreign nationals at borders. It is the only organization granted permanent access to the Roissy waiting zone through an agreement with the French Ministry of the Interior. The organization coordinates a network of 21 member associations and trade unions. Its team of five staff members is supported by more than 100 trained volunteers who carry out legal assistance, monitoring, and advocacy missions. Anafé is also recognized as a leading actor in training lawyers and legal practitioners, and continues its engagement in the face of increasingly restrictive migration policies within a tightening European context.
