An Event to Strengthen the Implementation of a Major Legal Instrument
On February 12, 2025, marking the ten-year anniversary of the Istanbul Convention’s entry into force in France, the Fondation RAJA-Danièle Marcovici supported an event organized by a collective of associations committed to combating domestic, sexist, and sexual violence at the Conseil National des Barreaux. Titled “The Istanbul Convention Turns 10: Where Does France Stand?”, the meeting brought together female lawyers, judges, academics, specialized associations, and institutional representatives to review the application of the treaty and identify concrete avenues for action.
The presentations highlighted persistent gaps between the treaty’s requirements and actual judicial practices, particularly regarding the criminal definition of rape, the consideration of consent, and recognition of the systemic nature of violence.
Discussions also emphasized the central role of GREVIO, the independent body responsible for evaluating the Convention’s implementation by state parties. With a new evaluation report on France expected in 2025, the event underscored the importance of international monitoring and the responsibility of legal professionals to fully leverage this instrument to advance victim protection.
By supporting this initiative, the Fondation RAJA-Danièle Marcovici reaffirmed its commitment to the production, dissemination, and appropriation of international legal tools as essential means to sustainably strengthen women’s rights.
